Ingwe TVET & EWSETA ARPL Programme 2026: Get Certified for Your Skills

Ingwe TVET College, in collaboration with the Energy & Water SETA (EWSETA), has launched the Artisan Recognition of Prior Learning (ARPL) Programme 2026. This initiative is a life-changing opportunity for South Africans who have been working in technical trades for years but lack the “Red Seal” or formal certificate to prove their expertise.

Instead of starting a 3-year apprenticeship from scratch, this programme assesses the knowledge you already have, bridging the gap between being a “helper” and becoming a Qualified Artisan.

Understanding the ARPL Pathway

The Recognition of Prior Learning (RPL) model is designed specifically for workers who learned their trade “on the job” rather than in a classroom.

  1. Experience Audit: Your work history is reviewed to ensure you have the required 3 years of exposure.
  2. Trade Assessment: You are tested on practical tasks to identify any “knowledge gaps.”
  3. Gap Training: If you are missing specific theoretical or safety knowledge, the programme provides targeted training to get you ready.
  4. Trade Test Readiness: Once assessed as competent, you are cleared to attempt the national Trade Test to become a fully qualified Artisan.

Trade Categories for 2026 Intake

Applicants must demonstrate at least 3 years of experience in one of the following specialized fields:

  • Electrical: Industrial/domestic wiring and maintenance.
  • Motor Mechanics: Engine repairs and vehicle diagnostics.
  • Welding: Fabrication and structural welding.
  • Plumbing: Pipe installation and water/drainage systems.

The “Service Letter” Requirement (Critical)

Unlike a standard job application, the Service Letter is the most important document for an ARPL intake. It must be from a current or previous employer and include:

  • Duration: Clearly stating you have worked for at least 3 years.
  • Detailed Duties: A list of technical tasks you performed (e.g., “Installed three-phase DB boards” or “performed engine overhauls”).
  • Company Letterhead: Must be signed and stamped by the employer to be considered valid proof of experience.

Minimum Requirements

  • Education: Certified copy of your highest qualification (Grade 9, Matric, or N-Courses).
  • ID: Certified copy of your South African ID.
  • Work History: Updated CV highlighting technical responsibilities.
  • Status: Open to both currently employed and unemployed individuals.

Frequently Asked Questions (FAQs)

1. Is there a stipend for the ARPL programme?

ARPL programmes typically focus on certification rather than long-term training stipends. However, since this is EWSETA-funded, costs related to assessment and trade testing are usually covered for successful candidates.

2. Can I apply if I only have 2 years of experience?

No. The national standard for ARPL entry requires a minimum of 3 years of traceable industry experience to qualify for assessment.

3. What if my previous boss won’t give me a service letter?

You may use an Affidavit accompanied by references from colleagues or clients, but a formal Service Letter on a company letterhead is much stronger and highly preferred by SETAs.

4. Does this guarantee a Red Seal certificate?

It guarantees the pathway to the Red Seal. You must still pass the final Trade Test assessment to receive your national artisan certificate.
